(1) Foreign non-governmental organizations wishing to work in Nepal ……… must apply for permission to work before the Council before starting work.
(2) According to sub-section (1) the council may decide and grant permission within three months at most from the date of receipt of the application.
(3) The foreign non-governmental organizations that have received permission according to sub-section (2) must enter into an agreement with the Council before conducting their work in Nepal.
